Where can I find free legal forms for Thailand?
Official Resource Hub:
NYC Translation & Notary Services provides a comprehensive library of official Thai government forms and legal templates for public use. This includes the mandatory Thor.Dor. 21 (TD.21) for Land Department transactions, Por.Kror. 14 for Child Travel Consent, and standard Statutory Declarations for visa applications. All forms are the latest versions accepted by the Ministry of Foreign Affairs (MFA) and relevant government bodies as of 2026. While these forms are free to download, we strongly recommend professional assistance in filling them out to ensure legal validity.
- Land Forms: Thor.Dor. 21 (Power of Attorney).
- Civil Forms: Por.Kror. 14 (Child Consent).
- Visa Forms: Sponsorship Letters, Invitation Letters.
- Corporate: DBD Power of Attorney.
Unshakeable Authority: Verified Templates
Why Source Matters
The internet is full of outdated legal forms. Using a "General Power of Attorney" downloaded from a US website for a Thai Land transaction will result in immediate rejection. NYC is a registered law firm (Reg No: 0435567000061). Our templates are curated by licensed Notarial Services Attorneys who deal with the Land Department, Immigration Bureau, and MFA daily. We ensure our library reflects the current bureaucratic requirements.

Court & Affidavits
Drafts standard Statutory Declarations for use in court or for lost passports. He ensures the language used in affidavits meets the evidentiary standards of Thai law.
Corporate Filing
Maintains DBD forms (Bor.Or.Jor. 1-5). She ensures that our templates for Minutes of Meetings and Share Transfer Instruments are compliant with the Civil and Commercial Code.

1. Power of Attorney (Land Dept) - Thor.Dor. 21
This is the "King" of Thai forms. The Land Department rarely accepts a general POA. You MUST use the Thor.Dor. 21 (Garuda emblem on top right). It requires specific details about the land title deed (Chanote) and precise wording of the authorized act (e.g., "To sell land...").

2. Child Travel Consent - Por.Kror. 14
If a minor child is traveling alone or with one parent, Immigration often requires this form. It is issued by the District Office (Amphur). However, if you are abroad, you can use our template to draft a statement that you then have notarized by a Thai Notarial Attorney or Embassy.

3. General Power of Attorney (General Matters)
For non-land matters like picking up documents, applying for a phone line, or managing simple errands, a standard General POA (10 or 30 Baht duty stamp) is sufficient. Our template includes standard clauses accepted by most private institutions in Thailand.

4. Statutory Declaration (Generic)
Used for declaring facts when no other evidence exists (e.g., "I am single" or "I lost my receipt"). This form is designed to be witnessed by a Notarial Services Attorney. It includes the standard jurat (oath) language required for international use.

5. Letter of Invitation (Visa)
For foreigners inviting friends/family to visit Thailand, or Thai companies inviting business partners. This letter must state the relationship, purpose of visit, duration, and accommodation details. Our template covers the mandatory points looked for by Consular officers.

6. Letter of Consent (Work Permit)
Often required from a landlord to allow a foreigner to use their address for a Work Permit or Visa extension. This simple form confirms the owner's permission and includes copies of their ID/House Registration.

7. Usufruct Agreement (Draft)
A template for registering a "Right to Use" (Usufruct) on a land title. Note: The Land Department has their own version, but this draft helps you negotiate terms with the land owner before going to the official registration.

8. Last Will and Testament (Simple)
A basic template for a "Private Document Will" (Section 1656). It outlines the appointment of an executor and distribution of assets. WARNING: Wills are complex. Use this template only for educational purposes or very simple estates. Professional drafting is highly recommended.

9. Share Transfer Instrument
Form for transferring shares in a Thai Company Limited. It complies with the requirement to state share numbers and price. It must be affixed with duty stamps to be valid.

10. Divorce Agreement (Uncontested)
A template for "Divorce by Mutual Consent" at the Amphur. It outlines custody of children and division of marital assets. Having this agreed upon and signed (as a memo) before going to the District Office streamlines the process.

WARNING: The Dangers of DIY Legal Forms
A form is a tool, but you need to know how to use it.
- Handwriting vs. Typing: The Land Department often rejects forms that have mixed handwriting and typing, or correction fluid (Liquid Paper). Forms should be filled cleanly.
- Witness Requirements: A form is void without witnesses. A TD.21 requires at least one (preferably two) witnesses. If the witnesses are not present or are beneficiaries, the document can be challenged.
- Language of Submission: While we provide bilingual guides, the form submitted to the Thai government MUST generally be filled in THAI script. Submitting an English-only form to the Land Department will result in immediate rejection.

Case Studies: Form Failures & Fixes
Real-world examples of why the right form matters.
Case 1: The Rejected Land Sale (Wrong Form)
Client: UK Expat selling condo remotely.
Mistake: Downloaded a "General POA" from a US website.
Outcome: Land Department rejected it instantly. Sale delayed 2 weeks.
Fix: We provided the correct Thor.Dor. 21, the client filled it out (with our guidance), notarized it abroad, and the sale proceeded.
Case 2: Visa Extension Denied (Old Form)
Client: Teacher renewing visa.
Mistake: Used an old TM.7 form from 2015 found on a blog.
Outcome: Immigration officer refused to accept it.
Fix: We provided the current TM.7 form. We now update our library monthly to match Immigration Bureau changes.
Case 3: Child Travel Stopped (No Consent)
Client: Thai mother traveling with child (father absent).
Mistake: Had no consent letter.
Outcome: Airline check-in flagged the issue.
Fix: We rushed a Por.Kror. 14 template to the father, who got it notarized at the nearest NYC branch. They made the flight the next day.
Case 4: Corporate Bank Account (Minutes)
Client: New Company.
Mistake: Minutes of Meeting didn't specify "Opening Bank Account."
Outcome: Bank refused to open account.
Fix: We provided a specific "Board Resolution for Banking" template that lists all powers (signing cheques, online banking) required by Thai banks.
Case 5: Will Contest (Bad Witnesses)
Client: Heirs of deceased.
Mistake: The deceased used a DIY will template and had his wife witness it.
Outcome: Will void regarding the wife's inheritance.
Fix: (Prevention) We emphasize using our Notarial Attorneys as witnesses to ensure independence and validity.
Frequently Asked Questions (FAQ)
Can I just sign the PDF electronically?
For most government transactions (Land, MFA, Immigration), NO. They require "Wet Ink" (physical pen) signatures. You must print the form, sign it, and present the physical paper.
Can you fill the form for me?
Yes. We offer a "Form Filling Service" for a small fee. This ensures the Thai script is correct, the details match your ID exactly, and no critical fields are missed.
Do I need to print in color?
It is highly recommended, especially for forms with the Garuda emblem (red). It makes the document look official and helps distinguish the original from a photocopy.
Are these forms valid for use abroad?
These are Thai forms. If you need to use them abroad (e.g., a Thai POA to be used in France), they must first be Notarized and Legalized. A raw form signed by you is just a private paper until it goes through the legalization chain.
Where do I buy duty stamps?
Duty stamps (revenue stamps) are sold at the Revenue Department or sometimes at the specific government office (Land Dept/Immigration). We also stock them for our clients' convenience.
