Until then the consular legalisation route remains operative, and afterwards an apostille only applies between Contracting Parties. Bodies such as several overseas medical regulators verify credentials directly with the issuing institution or council rather than accepting paper handed in by the applicant. In that model your role is to authorise and initiate the verification and pay the applicable fees; the document flow is between the institutions.
